There are lots of people with status in YYJ on these flights! I think that the change came well after the charges and people are offered the 'opportunity' to check their bags for free at the gate. I did it once when I had already checked another bag and had 2 connections just to see what it was like.
Maybe if there was a cash payment for doing it (even though, as posted above, I think that skycheck SAVES them money), then I'd be more likely to do it!
