Can't blame the issuers for being careful. In a system where the issuer assumes 100% of the liability and risk and the consumer takes on 0%, even if the consumer has done something incredibly risky & stupid (not suggesting that any situation in this thread is any such thing), why wouldn't an issuer require verification if there is any discrepancy in any of the hundreds of datapoints which are now checked?

If someone has attempted to or has committed a fraud against you via one of your cards, all you need to do is report it and you will be made whole. You can freeze your credit and move forward. It is the card issuer (and merchant vendor) left holding the bag.

So, they are more careful with you going forward.
