Maybe, but we used to be Diamond members with Hilton and I can't recall any being $65. Hampton Inns or Hilton Garden Inns, sure, but not Hiltons.
We've also been to IAD a few times and seem to pay closer to $100. I know that it's not a great deal, but it was decent for us and I figured it would be a popular location to fly out of. If you can use it, great, if not, no worries.
It's funny because for an unrelated reason last night I was looking at an old trip report where I stayed at this hotel and paid $65
Agree it's a good rate, but I also think the distinction between Hilton and other Hilton brands isn't always linear.
