Given that he's a state governor in his 70's, I'd say that it's HIGHLY likely he had an aide of some sort set up his technology. I'm also assuming he was informed of the setup, but either didn't understand it or remember it when he gave the iPad to his wife. If he had used it for government purposes at all, it should have been backed up and then wiped by the appropriate IT resources before giving it away, but he clearly wasn't aware that was necessary, either.
