Came across this and wanted to share the response i got from Brussels airlines when i was asking this myself :

So, we will be stricter on the carryon luggage on certain flights in order to avoid the situation when once at the gate, we see there is not enough room for all hand luggage and we have to add some last minute in the hold.
This can be very stressful for our passenger and we will keep track as much as we can on how many hand luggage there are as our guests are coming to our check-in desk.
When we know the room may not be enough, we will check them in directly.
This will give to the concerned passengers the time to take what they need ( as for medicines for example ) from the hand luggage and keep it in their accessory and avoid all the stress at the gate itself. Plus, it will be possible to add a bag tag to the hand luggage which can be helpful in case of a delayed bag. In case it happens, guest will be advised at the check-in desk when they will be able to get their bag back (after the arrival or with the checked-in bags). I hope it helps!
