If LH had ticketed the purchase I don't see how this could be a tech fault of the TA. AC essentially admits it is a problem with code sharing and computer systems communicating between airlines.

Right, and I believe the CTA has recently made some rulings that such foul-ups are to be treated as denied boarding matters. The ticketing problem is between LH and AC and the technicalities don't override the fact that the customer has a legally valid "ticket" for the purposes of the air transport reg's. Unfortunately, consequential damages aren't within the jurisdiction of the CTA.
