Business is just the name of the premium cabin on International flights with domestic service / domestic flights that are a continuation of an international flight.
It is called "Business" in some places and "First" in others (for example, flight search on delta.com refers to it as "First"). It either case, it is not a Delta One route and there is no expectation of flat-bed seats or the typical amenities of a D1 route.
