I personally feel having a view of the Eiffel Tower view is overrated ... but as Jason said, you'll have a great view from half of the rooms at the Shangri-La and a side view from the front-facing rooms at the Plaza Athenee.

However, I'd rather be more central. My favorite hotel in Paris is Le Meurice because you're literally in the heart of Paris and can walk to most of the major sights. There are Executive rooms at Le Meurice with a view of the Eiffel Tower - but I don't think it's worth paying for the view.
