Cede British Columbia to Washington

The Alaska Airlines branded Visa program is run by Bank of America, you could check with them but I'd think their answer would likely be "No".

You could always do what lots of other Canadians do ... move south, get a job via a TN (NAFTA) visa, get a Social Security Number and US credit history and then apply.
