The crew had a rest requirement that could only be satisfied by getting them on a plane. Revenue passengers were only bumped because there were no volunteers. These situations resolve themselves on a daily basis through the VDB process. There was no reason for UA employees to think this case would be different - or that they would get no volunteers at the $1000 mark - which is apparently the limit they are allowed to put on voucher offers
