Everything is gamed to the bottom line. I doubt people at the gate are empowered to exceed $ limits imposed on high that have nothing to do with managing true costs in situations like this. They should be required to either hold some seats in reserve as standby and offer whatever they have to to get somebody to voluntarily give up a seat.
