Yes, because redeeming for cash/statement credit is worst possible redemption. Would only do it if I was broke and desperate for some cash.

With that said, I value MR around 2-5cpp, depending on the value of the redemption for international F/J awards. This valuation is definitely higher than what most blogs will rate it as, but there's always sweet spots in every program that you grab out some really good awards. Just need to research and plan accordingly to get the most out of your points.
