In the end, the fix was to go into the booking and change my BAEC Silver frequent flyer number to my Qantas Platinum number, after which all went smoothly.

Not sure how they are going to do this, remove the status based eligibility check and yet let pax travelling in none-F class with Emerald status to go through.
This appears to have been resolved by BA; I went through TFW this afternoon with a BA Silver boarding card and a OWE membership card. BA agent reviewed the card, then waived me through - barriers accepted my boarding pass.
