no upgrade waitlist for mvp golds on internet only fares?
Taller half booked at SEA-IAD ticket for a couple of weeks out (ca. 400 bucks). When she went to ticket and pay, no upgrade waitlist request form appeared. Are I/O fares now not eligible for Golds to waitlist for upgrades?

If not, why?
