You will have a better view of downtown PHX from the left side of the plane when landing, but you will be able to see mountains from both sides.
I would never turn down an upgrade based on the lack of a view alone.
The routing is ALWAYS predictable out of most major airports, with deviations only for thunderstorms. Eastbound out of PHX, it is direct to St John's (AZ) and then basically overhead ABQ. And generally, the weather in AZ is fairly predictable as well. Clear in the AM with buildups later in the afternoon and evening, occ. thunderstrorms.
As far as the view of PHX, THAT will depend on which way they are landing, to the east or to the west.
