What are the procedures rebook on other airlines with which they don't have an interline agreement? Can they issue FIMs and have the receiving carrier bill the sending carrier full fare, or is the process absolutely and 100% completely detached and Delta literally has to whip out the corporate credit card and enter it into AA.com or something?
