All the TW MD-80s I have been on recently have been configured this way. The powerports are installed, but are not activated. (My guess is that they were part of the seat configuration, but that the wiring hasn't been completed.) The bins are very small, and one of the four bins in the F cabin is reserved for emergency equipment, so they fill up very quickly.
