Not quite. You should also take into account the value of what each type of rental day can do. All National free days can be used for one-ways. Hertz has 2 tiers, with one-ways costing double the points. Enterprise points can't even be used for one-ways, so if you choose them, I recommend earning National credits.

My only concern with National is that - from my understanding - I would only get 1 credit for a 4 day trip (and 2 credits for 11 days) while each dollar/day count with Hertz and Enterprise.
Hertz Anyday and Enterprise no one-ways are indeed worth considering.
