Edited to add, the time that my bags were not loaded at the airport of origin, I was very early. I suspect they did not have a cart or bin or whatever they use started for my flight yet, and when they did, they forgot to fetch my bag from where they put it aside. However, I was earlier than 2 hours. Sounds like you were there when they tell you to be there.

EC261 will only apply to flights terminating in the EU if they are operated by an EU carrier. EC261 applies to non-EU carriers for ex-EU flights only.
