I have the same question. In January my bags weren't loaded when flying YVR-YYZ-YUL. They were tagged as Priority, flying J, and I checked in 3 hours before departure. Baggage claims in YUL gave an apathetic "oh I see they weren't loaded". So much for "priority baggage handling".
For domestic flights, at least:
Call their India-based call centre to get authorization for $100 worth of incidentals for first day, another $100 for the next. Maybe more if you have status in addition to flying J. Submit a claim with receipts once you get your bag. For me it took 9 weeks to get first reply to the claim, then another 3 weeks to receive a cheque in the mail. If you want more than the standard $100/day you need to file a formal complaint with CTA. You may be justified to make a claim that AC materially violated its Domestic Tariff and that these violations constitute claimable damages - domestically you can claim upwards of $1500, the $100/day limit is merely AC internal policy and you are not bound by it because it isn't in the Tariff.
