In practical terms, you will not be returning to the airport with the same driver but they will connect with local buddy who will pick you up from the hotel right on time and charge less as agreed upon arrival. Tested numerous times! Have no fear my friend, thousands of people do it everyday!^
The "official exchange rate" has been substantially similar to the Blue rate for over a year. I "have no fear" (and in fact, have a regular driver that I use), but for a typical tourist, I recommend that people take a vehicle that (1) can be tracked in case anything irregular occurs (including forgetting something in the vehicle), (2) will take the most efficient route, even if it incurs tolls, and (3) will keep you out of the bad areas (which could occur during highway toll-avoidance).
