As you haven't posted what flights your on or any details it's not possible to know exactly - but as posted above many seats are for HVC's so you can't select these. Some rows are also reserved solely for airport control.
On Trans Tasman and Pacific Seats 2 Suit routes seating on a 777 will also depend if you're on a seat only or works ticket.
