Does the UAE still have the exception that a system that doesn't connect to the public internet such as Facetime is ok? I am looking.

What I would remind everyone is that we are parsing an unofficial English translation. If someone finds the Arabic version, I will have a friend who is a native Arabic speaker and a top lawyer parse it. The statute seems to alone apply to residents but I have my doubts.

My personal opinion is that you should stay away from the commercial VPNs. Build your own in a Google or Amazon cloud storage system. It won't be as cheap (particularly for streaming) but it won't be on anyone's radar. Now, register a domain name like internal.acmeconsulting.com and map it to it.

They are not looking for IPSec, they are buying a similar database that Netflix is using of VPNs (except inbound) and looking at that.
