After passengers brought everything but the kitchen sink as carry-on, AirAsia has started in some airports to police carry-on at security: If it looks big, you might be sent back to check-in counter. I've even seen small scales at security to weigh it. Backpacks are less likely to be weighed by my observation, rolled carry-on more likely...
Don't know about Lion.
