I think it might be targeted to those with the TD Infinite Aeroplan credit cards but I received this email.

When you get a car and home insurance quote, you'll earn up to 1,000 Aeroplan Miles. And when you speak to an advisor, you'll earn an additional 1,000 Aeroplan Miles. It's that easy!
You can't have TD insurance for this to work.
Filled out the online survey and at the end, it asked for my first/last name & Aeroplan points and said it was successful. Then it gave me a number to call for the other remaining 1,000 which was a little awkward.
Now we wait 4-8 weeks

How to earn all 2,000:
a) Earn 500 Aeroplan Miles for an Auto Quote and an additional 500 Aeroplan Miles for a Home Quote when you complete all mandatory fields in the TD Insurance Online Quoter and submit the request for a Quote to TD Insurance;
b) An additional 500 Aeroplan Miles for the Auto Quote and 500 Aeroplan Miles for the Home Quote is earned when the online Quotes are followed up with a phone call to a TD Insurance Advisor to review the Quotes.
OR
2) Earn 1000 Aeroplan Miles for an Auto Quote completed on the phone and an Additional 1000 Aeroplan Miles for a Home Quote completed on the phone by calling 1-844-863-6145 and speaking to a TD Insurance Advisor.
