I think it clearly said that you can use VPN if you are not comitting a crime, but please note that the whats up and similar VOLP programs are not allowed in UAE.
So, by "accident" you might commit a crime, even if you didnīt think so on "western standardīs".

The vast number of United Arab Emirates (UAE) residents that use a VPN to bypass the VoIP ban could soon be in incredibly hot water.
The VoIP ban means that the phone calling features in popular apps such as WhatsApp, Viber, and SnapChat are inaccessible from within the UAE when using a UAE IP address. The VoIP ban is carried out by the UAE’s top two telecom companies, Etislat and du, which are also coincidentally the only two companies in the world with a coveted UAE VoIP license that allows them to legally operate VoIP services and charge 10x what Skype does. Naturally, Internet users in the UAE have discovered that VPNs are an effective way to get past this VoIP ban and have continually used VPNs and proxies from within the UAE for years.
