More than likely your bag missed the connection in CDG. A connection between different airlines, at an airport with very few connections (between those airlines) seems like a much more likely to be the issue, as opposed to a conspiracy to remove you from an overbooked plane.
I second this. Often - not only on different PNRs, but it can also happen on one single ticket, the baggage receipt has to be scanned manually at checkin or gate (when the baggage is checked through) to be loaded.
I've once had a connection CA-SQ-TG-LX - with luggage checked. No problem whatsoever in SIN and BKK, but in DXB on boarding I got confronted with "you've checked luggage? why didn't you told us earlier?" - they managed to rush it to the aircraft (apparently it was not "ready to be loaded" but somewhere stored away) - with a single cart bringing it to the aircraft (Not even HON get that kind of luggage service I assume - I could spot them loading it individually, then closing the hold again

) - luckily DXB-ZRH always has extra time on the ground in DXB due to the night ban in ZRH, so I wasn't delaying the aircraft for real.
Long story short: Sometimes you need to show the baggage receipt so it will actually be loaded, especially when connecting at outstations for BOTH airlines (which CDG is)
