GE should be easy enough on the pre-clearance, though, esp in DL T3.
I think I'd leave at least 1.5-2 hours to be safe. Also, I am not 100% sure on SDC to Canadian destinations.
Inbound immigration kiosk serves Canadian and American passport holders, scan the passport, scan the form, see an officer and you are good to go. One hour wait for processing days are gone for kiosk users.
However you need to check YYZ T3 arrivals of the international heavies, especially ones from vacation destinations, they will clog the line for the kiosks, 3:30-6pm.
You can SDC on DL flights to and from Canada.
