In my (somewhat dated) experience, it can take a while to clear Canadian customs, depending on the time of day and time of year. I've had it take up to an hour if you don't have NEXUS.

GE should be easy enough on the pre-clearance, though, esp in DL T3.

I think I'd leave at least 1.5-2 hours to be safe. Also, I am not 100% sure on SDC to Canadian destinations.
