I don't think fare difference is a valid way to address involuntary downgrades.

In many cases the fare difference is negligible, zero or could even be negative. That shouldn't absolve the carrier of the obligation to compensate for the inconvenience. The class of service forms a part of the contract between the passenger and carrier whether or not it was specifically paid extra for compared to some hypothetical other ticket that the passenger didn't actually buy.
