Agree with the above thought process. My single decider is:
If I'm to be in an area where I don't speak the language and it's not adjacent to a well known tourist area, I'll spend more to have help if I need it, or better facilities if I'm going to tend to stay in after a day of sightseeing/meetings.
Other than that, anything goes.
