It took me three attempts to get miles back for a cancelled itinerary with AA, QR and EY flights in it. What finally worked was an email which contained the QR and EY record locators, as well as the AA RLOC. THen, one day later they called me up, apologized for the mess up, refunded all taxes and miles and confirmed everything with both a call and an email.. Try that. I get the feeling that the low level agents that get to initiate mileage refunds have some trouble retrieving the partner carrier RLOCs.
