I received the Action Required email on January 25 and made my selection, virtual card, within in a few days of then if not that day. I checked the redemption site every few days through last week and kept getting the 6-8 weeks message. Today I called IHG customer care for the first time and they pointed me here:

I was told another 6-8 week wait. I expressed my frustration with the handling of the promotion and said I would be satisfied with points rather than card but there seems to be nothing IHG is empowered to do.
UPDATE: The electronic gift card arrived 4/3, not sure if this is coincidence or online complaint is required. I would suggest draining it all to Amazon as I paid my cell phone bill and an extra $15 was held, haven't seen that before.
