May be incorrect to assume this is widespread or common. It happens but IME the fares for a cabin ranks mostly as expected at the time of purchase. Note -UP/UPDI fares obviously deviate but there is good reason for that.
The other solution would be to prioritize by fares but that has multiple issues, such as
- even less transparency
- multiple segment fare allocation (as we commonly see with PQDs) will lead to many unexpected outcomes
- weird outcomes in irrops, schedule changes, ...
