I always put mine on the elevator and press L. That way I know they'll see it and it won't sit in the hallway for hours.
All the hotels I stay in the Lobby is no where near the elevators. If you put it in the elevator that is gross for other guests.
The last couple of times I've ordered room service I was asked to put the tray in the hall after I had finished. What I thought weird in the last hotel was that they took the cloche off in my room and took it with them so went I put the tray out in the hall my uneaten food was on show instead of hidden.
