I've been pulled into secondary entering countries other than Canada twice.
1. When I wanted TN going into the US (totally valid)
2. When AC BOS accused me of sabotage, my next entry into the US (annoying, but still pretty valid)
Entering Canada, it's when CBSA doesn't like that I've left Canada to make more money than they do.

The only air ticket marked Quebec, will be Quebec City. There are no other cities in Quebec, with Quebec in the city name.
I think you misunderestimate how many people think Montreal is Quebec.
