In some other countries the Membership Rewards transfer ratio is 1:2, and in some the airline transfers are 3:2 rather than 1:1. The transfer ratio should reflect value, not numerical equivalence.

Also, it would be inaccurate to assume that American Express alone decides the transfer ratio. It's a joint decision with the partner program.
