They're blocked for special needs seating, yes.

You could also try calling and asking now -- I had a phone agent once give me a disclaimer that I could be bumped out of my bulkhead seat for a special needs passenger. I'm not sure that was correct since this was 1A/D on a 763 in D1 and I don't know if that still applies there, but that implies that it's possible for Y bulkhead seats too.
