Hmh? A 1K on a purchased M fare can only be upgraded if there is available PN space. Otherwise they are standing in line just like everyone else, albeit at a high priority.
Assuming that there was never any advance PN or R space (a reasonable assumption for a peak ORD flight), the hidden list at the gate would look like:
Displaced premium cabin paid customers (PR-1 and various waitlisted codes)
Any GS with an instrument applied
Any GS waiting for a CPU
1Ks on Y, B, and M fares waiting for CPU (technically a YBM-up but same idea)
1Ks with instruments applied with higher fares than you
you
All other customers with instruments applied
1Ks on an E fare waiting for CPU
etc
Lots of choices in there, and as
Kacee noted a fee-buyup that booked into PN or R is another choice.
