I'm in a similar situation. My husband has an expired PR card -we submitted two applications since the first apparently they didn't receive. I've waited , called immigration, drove to the us border to speak to Canada border serivices, gone to the airport to speak to air line supervior...to no avail.
We have a wedding in Mexico next week and an expired PR card, Canada border services said with receipt attached to the expired card as proof that it's being processed, it should be fine to enter Canada. However, air line claims that with his valid European passport (Portugal nationality) is not enough to return to Canada if pr card isn't valid from Cancun Mexico. They won't allow him to board the plane.
Is this true? Has anyone had issues in Cancun with expired pr card as of late?

Don't waste your time going to Seattle. The airline will board her with her UK passport. Airline staff will simply assume she is a visitor to Canada. Don't confuse the issue by telling them otherwise. Once you arrive in Canada, she should explain to the CBSA officer at passport control that she is a PR but has not received her card yet. Bring any documentation you may have regarding her PR status. She may be referred to the immigration secondary inspection area in order to confirm her PR status. Prepare to be delayed slightly upon arriving in Canada, but if she is a permanent resident, CBSA will not deny her entry to Canada.
Enjoy your trip!
