Not true according to the Reservation managers at the hotels themselves. Which is the ultimate source as they are the ones who put you in the rooms.
Fact of the matter is that it is no longer guaranteed. Several hotels are happy to put you in these suites if they are available but they avoid negative consequences for themselves in case they are booked / will be booked otherwise.
