I am pretty sure it means that the ticket number needs to start with 086 and that flight must be on an Air NZ plane operated by Air New Zealand.

if you refer to the Compassionate Fares page on the Air New Zealand website there is a paragraph "An Air New Zealand booking is defined as flights ticketed on Air New Zealand ticket stock (tickets starting with 086) for travel on Air New Zealand flights only." which is a useful definition.

Of course if you still have doubts you should call Air NZ which should be reasonably quick if you are *G as you will get priority service. It's a shame that (to my knowledge) they don't have a price match policy
