Is Hotel Indigo London - Tower Hill that West?
Pretty sure Tower Hill is in the Tower Hamlets council catchment area which is definitely the East End.

EDIT - Tower Hill Station is Tower Hamlets but round the corner in Minories where Indigo Tower Hill is located is City of London so theoretically it will be the first in the East End.
