I am not sure why you are comparing U.S. agencies and European ones.
BTW: I did rent a Golf in MUC once and they handed me over the keys to a GTI. Not the coolest thing out there, but definitely better than a Golf with the smallest diesel engine.
Yeah, I know GTI/GTDs are supposed to be available in Sixt's CPMR category in Germany, but I have yet to get anything but a boring A3 when renting those...
