I think it's the other way around. It's a perk for AAA membership. Not much leverage on the other end.
As others note, if you don't like the terms, do some research and book a property which doesn't have those.
Or better yet, if the property really is what you want and you are concerned about somebody getting sick or somesuch and having to cancel, check your travel insurance. It may well cover longer than usual cancellation policies. If it does, not your worry.
Just like with corporate rates, AAA & Hilton contracted for the rates & terms. Both can sell the rooms and I would expect the rates/terms to be the same. If not, then someone at AAA or Hilton need get involved.
I tried tracking down the AAA people responsible for their discount programs and got nowhere. Merchant was allowed to deny the discount even though the specific property was listed on AAA.com.
