Ive booked hiltons in Hawaii - both paid and reward stays - over the past 5 years and have never seen these booking requirements.
Because it's Christmas time - it's a very high-travel period, and there's probably a lot of behind the scenes things the hotel has to prepare for. They don't want people making discounted reservations then cancelling a day prior.

All you had to do was research a few other Hiltons to see that this isn't new for Hilton.
