My personal interpretation is that if you are able to book a King as guaranteed and then they don't have it for you on arrival, that's when the Room Type Guarantee would apply - not for situations where they are already sold out at booking.
Yes, I think that's the whole point of the "Not Guaranteed" language. As opposed to the notation you get when you have successfully booked a particular bed type, which will then show as "Guaranteed."
