It means it was an exception. They might do more, they might do none. But since it's not the norm/policy to provide free brekkie for elites at the property, I think Golds/Plats shouldn't expect it when they book their ressies here.
I reached out to the property yesterday in anticipation of a possible trip to Hua Hin and as a Gold, was told the following:
"Please be informed that breakfast is not entitle for resort property as per Marriott Rewards terms and condition. We are no longer offer this benefits as none of Marriott resorts in Thailand do so."
