They generally close 1 hour before. They only say 90mins to encourage people to get there earlier than the close-out time rather than have a rush of people turn up an hour before.
Agree with 60 minutes. I've had a work colleague who had issues with her ESTA at the airport manage to fix the problem online at T-61 minutes and they just allowed her to check-in prior to closing the flight, so I think they're pretty strict with closing INT flights at the 60 min mark.
