Interesting link, WillTravel. I suspect that what those parents saw (and misinterpreted) was a statement that kids could travel if they were included in their parents' passports. I'm not even sure if you can do it anymore, but you used to be able to have a "joint passport"- you and one or more children. I never considered it because the child can then travel only with the parent who has that passport. If you're all traveling together and Mom has to leave the country for an emergency, so does any kid on Mom's passport. Not a good idea.
